Most likely a typo/omission and should be Windows 2008 R2 for AD Recycle Bin support. However, it is a Forest Functional Level and not a Domain Functional Level so wording could be clarified.

The dcgpofix tool (unless changed for WS2012) is made to "reset" either the default domain policy or the default domain controllers policy. Your statement is correct if we assume someone is putting settings for mmcs inside one of the two domain poliices. It is best practice to not alter these policies and to create separate GPOs. If one is altered, its usually the domain policy for password and lockout policy modifications. The unaware admin who runs that command to clear up mmc settings could change a lot more than he/she bargained for. :)

I've read that file and file extension shouldnt be necessary. Is it?

and

The c:\backup folder must exist or you'll get an error stating the system cannot find the path specified. |
