Networking addressing column should read:
8 bits
16 bits
21 bits

Class A addresses have 8 network bits, Class B addresses have 16 network bits and Class C addresses have 24 network bits. You are logically confusing number of networks with the identification of what bits are used for the network portion of the address. It is correct that there are 2^7 class A networks (not excluding loopback and zero network), but the first 8 bits are still needed to correctly identify the network address of each network, hence there are still 8 bits used for network addressing.
