I am pretty sure that Yahoo, is not an ISP doing web-hosting. That doesn't mean that there is no way host a personal web page ther--I have no idea--but you certainly can't put in your own apache instance and/or run dynamic database backed web services as on pair.com jor the other ISPs mentioned. (Even Comcast is iffy as an example, for all that the name will be famiiar.)

I think the author is confusing "traditional" ISPs with vendors like Myspace, Trellis, or even Facebook, which let you put personal info on the web, but are useless to developers lookoing to create services or script-driven or database-driven sites.
