According to documentation, DML_LOCKS must be set to *a positive number* or all zero
in all instances.

DISABLE TABLE LOCKS should be DISABLE TABLE LOCK

2nd para.

sub-shared mode table locks normally associated with queries *which have FOR UPDATE
[with or without NOWAIT]*

Maybe in old old versions of Oracle, subshared TM locks are taken with normal
queries?
