The second to last sentence in the paragraph says,

it says

2nd paragraph

This is one of several places in Chapter 7: Using SpreadsheetML where you suggest the
<Names> element is useful to Excel in loading a document, but not necessary to create
because Excel can recreate named ranges from just the NamedCell information.

Trouble is, it does not seem Excel will do this. If Excel recreated named ranges from
NamedCell information, I would expect to see ID, Critters, Quantity, etc. named
ranges after opening ch07011.xml
AUTHOR: This behavior worked in Beta 2, but not in the final version of Excel. It definitely rates an errata.
