Table of contents missing in Kindle edition?

Just saw this review on Amazon, for the Kindle edition:

“I'm still early into reading this book. So far, I like the material. However, it lacks some basic ebook features like a table of contents, or the ability to jump to a specific chapter. I was looking for a discussion about analysing risk at the beginning of a project. I can find useful links in the index, but not in a structural presentation like in a TOC. Also, the material I find talks about a discussion in chapter 4, but there's no way to jump to chapter 4, not via TOC and not via the "goto" menu.

It's unfortunate that a book that is this broad doesn't have the ability to quickly find relevant topics. I'll need to reserve judgement on the content of the book until I get further along.”

I would be nice if the book gets a online list with links mentioned in the chapters. That might be easier to maintain.
