FDA notes that the Harwell Report addresses a neutron dose 50 times higher
than that proposed in the petition and reports radioactivity in the food within
24h of inspection. Because food subject to this regulation would be inspected
at a far lower dose, and would unlikely be consumed within 24h of inspection
considering the logistics of food transportation, any residual induced radioac-
tivity would be well below what occurs naturally.
