THE ARMY AND NAVY FORMALIZE COOPERATION
A recurring and major theme of this study has been the development of Army-Navy COMINT cooperation. The culmination of these trends, the creation of the Army-Navy COMINT Coordinating Committee (ANCICC) and the Army-Navy Communications Intelligence Board (ANCIB), will be described in this chapter. Although the Army's continuing attempts to put its own COMINT structure in order are important in considering interservice cooperation, these will be treated separately in the next chapter.
