Introduction

In the United States, anyone who wants to provide air transportation service as an air carrier must first obtain two separate authorizations from the Department of Transportation (DOT):

  • Economic authority from the Office of the Secretary in the form of a certificate for interstate or foreign passenger and cargo authority
  • Safety authority in the form of an Air Carrier Certificate and Operations Specifications from the Federal Aviation Administration (FAA)

Economic authority for U.S. carriers may be in the form of a certificate for interstate or foreign passengers and cargo and mail authority, a certificate for interstate or foreign all-cargo authority, or authorization as a commuter air carrier. ...
