Lean’s origin in manufacturing focused on maximizing value to the customer while eliminating waste in the production processes. Practitioners consider the needs of both internal and external customers. The external customer is the recipient or end user of a product or service. Internal customers are the employees throughout the workflow process. They are customers of those responsible for each preceding step. Discussion of the regulatory function in this chapter focuses on the end-user customer.
