Issues arise from conflicting interests. Therefore, it seems ingenuous to ask whose interests are being served by issues management. Issues are like political contests: Each party is trying to win. Therefore, issues are managed in the interests of whichever contestant the manager is affiliated with.

All the parties are trying to frame and reframe the issue simultaneously. Moreover, all the parties have access to the techniques described in this book.
