Implementing Group Policies
When you create a new GPO or modify an existing GPO, the changes are made on the primary domain controller (PDC) emulator by default. In most cases, you should accept this default to reduce the possibility of multiple administrators making incompatible changes to the group policy settings. However, if the PDC emulator is not available when you want to make the changes, you are given a choice of which domain controller to connect to. Figure 11-3 shows the choices.
