Allow tool recording
In the Actions panel fly-out menu there is an item called: Allow Tool Recording.
When this is checked Photoshop allows you to record things like brush strokes as part of an action. There are some limitations to this feature, but providing the images you record and play back the action on have the same pixel dimensions, it will work as expected.
