Safety is culture-driven. Everything that occurs or doesn't occur that relates to safety is a reflection of an organization's culture. Over time, every organization develops a culture, positive or negative, although it may not realize that it has one.
Culture is mentioned several times in 45001 and Z10.0. Slowly, recognition is emerging among safety practitioners that a positive organizational culture is vital for success. Section 10.3 in 45001 sets forth the requirements for continual improvement. This paraphrase of an element in that section that pertains to this chapter:
The organization shall continually promote a culture that supports an occupational health and safety management system.
Continual improvement is also dominant in Z10.0. Three examples follow from the statements that make reference to continual improvement, all taken from Z10.0's Introduction:
- Sustainable growth encourages organizations to continually improve all facets of their business.
- The purpose of the standard is to provide organizations an effective tool for continual improvement of their occupational health and safety performance.
- The design of ANSI Z10.0 encourages integration with other management systems to facilitate organizational effectiveness using the elements of Plan-Do-Check-Act (PDCA) model as the basis for continual improvement (p. 7).
