During that period when the Cold War quietly simmered, former Russian KGB agents, high-ranking Soviet military officials, and other high-placed Soviets defected to the United States. To assist the defectors in building new lives, Jay helped found the nonpartisan research institution Jamestown Foundation in 1984. After the Cold War ended, the group refocused on providing information and analysis to policy makers about China, Russia, and Eurasia. Meanwhile, Rich also had become active in the national Republican Party, serving as finance chairman of the Republican National Committee during the first two years of the Reagan administration. Amway already had other political insiders in place in the Reagan and later the Bush Sr. White House. One of them was presidential historian and philanthropist Doug Wead, the man credited with coining the term compassionate conservative.
