All the groups described in Chapter 6 on business have to manage the data they own, vend, and/or use. Management involves acquiring or creating data, preparing the data for usage (if necessary) and/or ensuring its quality, databasing or maintaining the data, and entitling usage, reporting on usage, controlling the inventory of services and sources, and establishing rules for management.

These tasks are presented in the following sections. Although management affects all groups, we focus on the management issues of users (see Figure 2.7).
