If you omit the PRINTMISS option, then PROC TABULATE
suppresses a row or column for which there are no data, unless you use
the CLASSDATA= option in the PROC TABULATE statement.
Restriction
If an entire logical page contains only missing values, then that page is
not printed regardless of the PRINTMISS option.
