The concept of a digital divide was historically concerned with lower
income and non-white ethnic groups having unequal access to telephone and
computing power at home and at work, thus creating two cultures (NTIA
1995). The proliferation of smart phones rapidly changed this dynamic, with
Internet access via a cell phone higher among blacks (57%) and Hispanics
(64%) compared to whites (49%) as early as 2009 (Smith 2010). Similarly, the
highest increase in smart phone use is among those making less than $30,000
per year (34% in February 2012 compared to 22% in May 2011).
