An offer in Azure Stack is a group of one or more Plans to present the offering for a tenant from the hosting service provider's perspective. This is used to make the Plans available to users. An offer has a price tag and can have a so-called base plan and one or more add-on plans associated with it. This means that you can include multiple Plans in one offering. An Offer is what the tenant users will see when they sign up to Azure Stack and where their Subscription has been subscribed to as well:
