In order to gauge attitudes towards rural development amongst decision-takers, a survey was sent out to all councillors in English authorities that make planning decisions about rural development. This excluded inner London boroughs, but included those authorities who have some green belt, however small in area. The questions established the age and gender of respondents and how long they had been in office. It tested their attitudes on whether more housing and development for employment was needed in countryside and rural areas of constraint.
