the resources between the three major divisions of policing withinthe
organization: the neighborhood policing team including response
functions, the investigation of serious and organized crime, and the
crime management and custody division. However, this presented
uncertainty and complexity because there was no straightforward for-
mula they could apply to the allocation of resources. Furthermore, at
the time, the government changed their view on how the police would
be assessed, and the single top-down indicator was going to be based
on public confidence. e senior officers had to find the right balance
of resources among the three areas in order to deliver what the gov-
ernment was demanding from them.
