5.1 Introduction
Imagine a CEO of a public company contemplating a complex decision,
such as whether to move some of his company’s operations to a low
labor cost country, whether to develop a new product for a new market,
orwhether to establish an overseas sales office in an emerging market for
his company. e particular CEO we observe here heads a mid-sized oil
company that operates primarily in the Western Canadian Sedimentary
Basin where production rates are declining rapidly.
