CHAPTER 8: HEALTH SERVICES CONTINGENCY PLANS
The critical national infrastructure (CNI) was addressed in the previous chapter. Although strictly speaking healthcare should form part of any countries’ CNI, because of its importance and significance with respect to pandemics, I have decided to focus on healthcare related issues in its own stand-alone chapter. Within the UK, the Department of Health is the lead government department for pandemic preparedness and response which includes Great Britain, Northern Ireland and the UK’s overseas territories. The Civil Contingencies Act (2004) considers the majority of the National Health Service as a Category 1 responder, or ‘core responder’, while the majority of the CNI are listed as Category 2 responders. ...
