The Develop phase is a lot of work and can cost a lot of money. It’s success depends heavily on the results of prior phases, to be sure that the organization is solving the right problem in the right way. A number of programs must work together. An Information Technology program, a Human Resource Transformation program, a Physical Facilities Design and Construction program, and a Process and Structure program all might be happening concurrently. If any of these fail, the whole initiative is at risk, and the business and its stakeholders won’t gain the benefits so eagerly anticipated. Failure in the Develop phase is usually because of poor project and program management. Diligence and sticking to commonsense practices is warranted.
