Both the Department of Homeland Security and the Department of Education state that colleges and universities that use a whole community, multihazards approach to emergency planning, and adopt the National Incident Management System (NIMS) and Incident Command System (ICS) are better prepared to respond in partnership with local, state, tribal, and federal agencies.
