Executive Summary

Governments fund projects and programs to achieve national growth and implement long-term national objectives. Because of the different goals, objectives, and circumstances that these initiatives unfold, they often suffer from additional challenges and complexities, which in turn cause high failure rates. The goal of this research is to provide a better understanding of the key characteristics of government projects by reviewing audit reports and related public documents and providing a series of recommendations to improve governmental project management practices. This research is particularly timely as large government projects and programs greatly contribute to economic recovery and development.
