May 28 Backed by Napoleon III, Maximilian of Hapsburg landed at Veracruz to take the throne of Mexico. Benito Juárez—forced out of Mexico City in 1863—ran his government-in-exile from present-day Ciudad Juárez and Chihuahua City.
