It is necessary to ensure that the end-user experience is satisfactory by providing a period
of availability when subscribers can go through the open enrollment process without
waiting for an available port to sign into Unity. This sounds funny, but it is important
nevertheless.
An “open enrollment only” period should be established before doing a full cutover. The
