You could expect to run into a situation where MaxWaitBetweenRings comes into
play if someone calls into voice mail, but before Unity answers the call, that caller
hangs up. Now a second person calls in on that same port. With the type of analog
signaling that is used (analog loop-start), the only way to tell the difference between
these two calls (because the first call was never answered) is the time duration
between the two ring-ons.
