Japan is famous for its exceptionally low crime rate, sense of honesty, and high level of morality. In restaurants, there is little need to check the bill, possessions left out in public are never touched, and companies seldom worry about employee theft.
Individual honesty is the stuff of legend, but is also backed up by the data-happy Japanese bureaucracy. The Tokyo Metropolitan Police tracks every single lost item report (4.2 million items in 2019). According to figures from 2019, 153,000 mobile phones were handed in to the police that year, along with 372,000 wallets.
