Abstract

Establish process measurements. The organization and responsibilities of the CM function. Distributed CM doesn't work. A bridge-building CM manager is needed. Set aside Mil, ISO, and similar standards until best commercial practices are completed and then modify to suit the agencies. Never quit improving—any process created by man can be improved by man.
