CM System, Where to Start

Abstract

Establish process measurements. The organization and responsibilities of the CM function. Distributed CM doesn't work. A bridge-building CM manager is needed. Make a plan to continuously improve or reengineer the CM processes one at a time—a small team is desirable. Define and write the general standards needed by all processes. Set aside Mil, ISO, and similar standards until best commercial practices are completed and then modify to suit the agencies. Never quit improving—any process created by man can be improved by man.
