the USPTO are directed mainly to its inherently bureaucratic nature
and its eect on the patents that issue from it. As I try to remind those
who complain about the USPTO, those who have to work in a bureau-
cracy the size of the USPTO are at its mercy and have little control over
the rules it imposes on them.
