From a visual perspective, Apple also has a list of guidelines that they expect developers to adhere to, chief of which is intellectual property. Apple expects that developers do not infringe on the intellectual property of other developers or apps, and by doing so, even if Apple do not sanction it, the developers may open up the possibility for the victims of the intellectual theft to litigate.
From a quality perspective, Apple expects that developer apps are visually rich and functional and have an app-like user experience, and that they are not a living catalog or a non-functioning song or video, but an actual app, as obvious as it sounds.
