7 Cost-Effectiveness and Benefits

A marker for the early consideration of the effectiveness of systems was the so-called WSEIAC report [1, 2, 3], as cited in Chapter 1. This early definition was brought forth in the year 1965, and the definition was that effectiveness was measured by (a) availability, (b) dependability, and (c) capability. Of the three, only availability was well defined at that time. But, in any case, this chapter is a minor discourse on MOEs, what they are, and in some cases, where they came from.

We will reiterate MOEs for various types of systems in the following discussion.
