Taken to extremes, the end logic of user responsibility would be to forbid
him from using the Internet. The advice we should give him would be:
rstly: never connect your computer to the Internet;
secondly: do not communicate; and
thirdly: never use e-services or websites, even ofcial ones.
On the other hand, if he is appropriately educated, and if security measures
are provided to him at a reasonable price, and if these tools are understandable
and easy to use, the user will certainly not become a transmission agent, an
