As described in Chapter 1, if a vendor wants to sell their product containing crypto algorithms to the US government, that product (or more specifically, the module containing the crypto algorithms) must be FIPS certified. For a module to be FIPS certified means that the module must also contain at least one (1) FIPS-approved crypto algorithm.
