5.3. IDENTIFYING TARGET POPULATIONS

The challenge in many organizations is that there are too many employees to be targeted for purposeful development. There is no simple answer about whom to target because the choice depends on the strategic direction of the company, the business challenges it faces, and its anticipated needs for future leadership talent. In other words, decisions about how to focus development should be driven by the organization's business needs and what the leadership pipeline requires.
