Writers have responsibility for checking all of the items that affect the quality of technical information. Technical editors have a similar responsibility except that they usually are not responsible for verifying the accuracy of the information. Peer editors (or copy editors in some situations) typically edit near the end of the development cycle; they need to check certain aspects of all of the quality characteristics.
