The providers of program materials and the distributor of the programs (the DBS operator) understandably want to be paid for their intellectual property and services. To ensure that the broadcast of program materials can be viewed only by those who are authorized for such viewing (and who have agreed to pay for such services), conditional access (CA) systems have been developed. As the name implies, access to the materials is conditional, based on the viewers being authorized to view them.
