When I say navigation, you think of...probably a whole lot of different things. A navigation system includes a primary menu, subsection menus, bread-crumbs, menu trees, tabs, accordion menus, inverted Ls, and a lot of other terms you may not be familiar with yet. Drupal has a plethora of navigation options available to you. From the Menu module that allows you to create as many custom menus as you need to its breadcrumbs, a lot of helpers are built right in. Sometimes these modules will do exactly what you want without any additional customization.
