In this book, we see implementation systems as created by the activities within interrelated yet distinct strategic action fields. To better understand how implementation activities unfold within a system, it is important to describe and analyze actual dynamics occurring at different scales in a system. Whereas previous appendixes focus on cataloguing the participants, resources, and technologies operating at various levels, this tool helps highlight how authority and culture shape what is created and how it changes.
