(FERC) was the Federal agency designated with regulatory jurisdiction over the owners,
operators, and users of the electric bulk power system. FERC was granted the enforcement
authority to assure compliance with the ERO created bulk power system reliability standards.
FERC adopted the North American Electric Reliability Corporation (NERC) as their
