The actual production of a product or material to specification (that is, to produce something according to an Asset Specification) is authorized by a Production Work Order. That is, each Production Work Order may be to authorize one or more Production Steps, each of which must be the implementation of a Production Procedure that is used in a Routing Step. (This is shown in Figure 16-2.)

In other words, the set of Production Steps that are required to make an Asset Specification are authorized by a Production Work Order.
