Preface
In the late 1960s and early 1970s, a proactive segment of the American population
became increasingly aware and concerned that we were ignoring and damaging
our critical environmental resources. Many of these proactive “environmental-
ists” believed that the damage resulted from a combination of development with
little or no control, prot motive, and general lack of understanding and concern
for the environment. Many in the movement, particularly those with technical
