On deterring hate speech, while maximizing security and privacy

Abstract
The primary ethical issue arising from unfettered free speech online is the risk of remote assailants harming people who are particularly vulnerable to abuse, already suffering psychological damage, and/or likely to receive physical assaults. Despite any moral accountability, this chapter explores how various ethical frameworks might apply “emotion chips” to curb hate speech in order to delimit incivility.
