3.4 Project Viewpoint
As the traditional saying states, “Rome was not built in a day!” Complex capability developments or complex and prolonged transformation efforts (GAO, 2006) are seldom accomplished through single projects. For the planner who is developing a portfolio of such projects or initiatives (Pennypacker, 2009), the task of orchestrating the deliverables of each project to be in synchronization with the needs of another is tricky and challenging. The Project Viewpoint provides the portfolio planner with a set of models that allows him or her to orchestrate the combined planning of multiple projects.
