As the traditional saying states, “Rome was not built in a day!” Complex capability developments or complex and prolonged transformation efforts (GAO, 2006) are seldom accomplished through single projects. For the planner who is developing a portfolio of such projects or initiatives (Pennypacker, 2009), the task of orchestrating the deliverables of each project to be in synchronization with the needs of another is tricky and challenging.
