PROPOSAL DEVELOPMENT

In its response to a government request for proposals (RFP), a contractor submits a proposal that contains, at a minimum, technical, management, pricing, and contracts sections. In addition, the government may request that additional sections be included in the proposal. This chapter addresses the components of an RFP and some of the issues that a contractor must consider when developing its response.
