Organizational Targets

While innocent bystanders are victimized at the individual level, organizational targets are victimized at the organizational level (hence the name). Whether an internal or external threat, organizational targets are usually dependent on the person victimizing them. Organizations must employ key people who have extreme decision-making power—just as the city of Dixon, Illinois, relied on the financial expertise of Rita Crundwell and believed they were better off because she worked for the town.
