13Adjusting to a Changing Middle East
The Iranian revolution compelled the Carter Administration to once again reevaluate its Middle East policy. Besides strategic considerations, the crisis in Iran influenced the Administration’s assessment of the peace process in the region. As Quandt (2005: 222) acknowledged, “the strategic balance of power in the region was changing” and this ultimately altered the Administration’s outlook on the negotiation process between Egypt and Israel. The Camp David Accords signed in September 1978 had established a framework for peace in the Middle East.
