Without a source of income your army is unlikely to win the war. Money is essential to keep your army paid, motivated, fed, and equipped for the long campaign ahead.

Money is an essential item in a campaign level war game, where you have a number of armies moving over a large map. In a single war game battle, you may decide there is no need for money to be involved in the game. Money is used to make a war game more of a challenge; with the addition of money, you have to balance your finances, which means paying for the creation of new units and paying for the salaries of current units.
